Authority and Responsibilities of Mahasarakham University
Mahasarakham University is a legal entity established under the Mahasarakham University Act B.E. 2537 (1994). It was originally established as a government agency with departmental status under the former Ministry of University Affairs, in accordance with Section 5, Paragraph Two of the Act.
At present, the University operates under the Office of the Higher Education Commission, Ministry of Higher Education, Science, Research and Innovation.
In accordance with Section 5, Paragraph One of the Mahasarakham University Act B.E. 2537, the University has the objectives to provide education; promote advanced academic and professional studies; conduct teaching and research; offer academic services to society; and preserve arts and culture.
Authority and Duties of the University Council: (Section 14 of the Mahasarakham University Act B.E. 2537)
The Act stipulates that the University Council has the authority and responsibility to supervise the general affairs of the University and, in particular, to:

Formulate University policies relating to education, research, academic services to society, and the preservation of arts and culture.

Establish regulations and issue University rules, and may delegate any University unit to issue regulations for its own affairs as appropriate.

Approve the conferment of degrees, graduate diplomas, associate degrees, and certificates.

Consider the establishment, merger, or dissolution of campus offices, the Graduate School, faculties, institutes, bureaus, colleges, centers, or other equivalent units, including the division of their internal administrative structures.

Approve the affiliation or termination of affiliation of higher education institutions and research institutes.

Consider and approve academic programs in accordance with standards prescribed by the Ministry of University Affairs.

Consider and submit for Royal appointment, and consider removal from office of, the President of the University Council, qualified Council members, the President of the University, Professors, and Special Professors.

Appoint and remove Vice Presidents, Deans, Directors of institutes, bureaus, colleges, centers, or other equivalent units, as well as Emeritus Professors, Special Associate Professors, Special Assistant Professors, and Adjunct Instructors.

Appoint and remove the Chairperson or members of the University Promotion Committee.

Approve expenditure budgets from the University’s income.

Establish regulations and issue rules concerning the University’s finance and property.

Appoint committees to consider and provide recommendations on specific matters or to carry out tasks within the authority of the University Council.

Consider and approve matters relating to University affairs as proposed by the President, and may delegate certain powers to the President.

Consider and approve other matters relating to University affairs not specifically assigned to any particular authority.
Authority and Duties of the President: Section 20 of the Mahasarakham University Act B.E. 2537)
The President shall have the authority and duties as follows:

Administer the University in accordance with laws, rules, regulations, and official policies, including the University’s objectives and policies.

Supervise personnel, finance, procurement, premises, and other University assets in compliance with laws and University regulations.

Prepare the University development plan, implement policies and plans, and monitor and evaluate the University’s operations.

Maintain discipline, ethics, and professional conduct of civil servants in the University, and promote student affairs.

Act as the legal representative of the University in general matters.

Submit an annual report on the University’s operations to the University Council.

Perform other duties as prescribed by University regulations or as assigned by the University Council.
